This phase will begin on May 1, 2001. Organizing committees will be asked to contact the contractor to setup their city on the system.
A web site for that city/area will be created from the prepared templates, and the database will be prepared for their inputs.
It is estimated that at least 1 day (effort, not duration) will be spent interacting with each participating committee. A total of 15 days has been allocating for this phase.
