Phase 2: create of per-city per-language templates

The web pages will be translated to a template based version. The templates will then be used to create a web site for a second city, Vancouver. The database and reporting functions will be adjusted to report for either city, or both combined.

This will involve 17 days of work, as follows:

1. 8 days to translate web pages to templates
2. 2 days to mock up Vancouver site
3. 2 days to consult with BEST re: site
4. 3 days for preperation of documentation
5. 2 days of project management

It is anticipated that at least one long phone conference with BEST staff will be required.
