This phase will begin on April 1, 2002. Organizing committees will be asked to contact the contractor to setup their city on the system.
A web site for that city/area will be created from the prepared templates, and the database will be prepared for their inputs.
It is estimated that at least 1 day (effort, not duration) will be spent interacting with each participating committee. A total of 25 days (for an estimated 25 cities) has been allocating for this phase.
This effort will begin on April 1 (on a less than full time basis), and will continue until May 17. Two thirds of the cities are anticipated to be done prior to May 1. Late comers will be handled on best effort basis.
