It seems to make sense to sound the barbaric YAWG for KM, as long as
the charter of the KMWG is not to force a once-size-fits all KM
protocol, but to define the suite. After all, there's more than one
dimension to the problem, but space isn't all that big. There is
enough knowledge available to do this, and feedback from the
particular layer WG's like IPSEC would ensure a good match to the
needs.
I support the idea of choice with respect to KM for the network
layer. There are a variety of needs, and I doubt that bringing
everyone under one umbrella can be forced. There are administrative
and architectural issues that will intervene.
