Re: FYI IPSEC WG

Why has the schedule been set tight? Is this because of pressing
needs, or because of experiences that indicate a protocol is either
done quickly or not at all? I can understand a desire to have at
least one key management protocol that will support IPSP near-term,
but it is does seem odd to require that the definition of IPSP itself
do anything more than specify the interface to the key management
protocol layer. Perhaps someone will argue that if there is algorithm
selection and/or negotiation, then it will become too complicated to
assure that security is provided, and therefore only one algorithm
will be allowed. But the discussion has left me a little confused
about the actual motivations.
