Paul,

  One of the differences between the IETF and other groups is that
consensus is most normally determined by email discussions on the
list.  There is no rule or requirement that people attend any IETF
meetings -- meeting consensus is not sufficient, there must also be a
consensus on the email list.  I have seen nothing even close to
consensus on the ipsec list, so the Amsterdam meeting must not have
reached consensus.
