You may want to look at the Cipher Block Chaining with Checksum (CBCC) mode 
that was developed at Xerox PARC.  I do not know if there is a paper on 
this mode, but I do know that the algoritm description is included as part 
of the XNS Authentication Spec.  This mode allows weaker integrity check 
functions to be used as long as the integrity check value is stored in the 
final block of ciphertext.
