Mike, Matt Blaze's paper showed how to circumvent the need to transmit a LEAF for ECB mode, taking advantage of the fact that this mode doesn't need an IV in the first place. So, while "normal" use of the Tessera card for decryption would require receipt of a LEAF from the other communicating party, one can circumvent that procedure. Steve
