The review of IP security protocols is in ftp.network.com directory IETF/IPSEC
as ipsec_review.ps. Here's the abstract:

   This paper discusses the concept of applying cryptographic techniques at
   the network layer of a communications system, and reviews and compares
   several proposals that have been made to the IPSEC working group of the
   IETF.

This file can be accessed via anonymous FTP or WWW. The WWW interface is
