Jim,

	Generally, the version number field in a protocol header is
used to distinguish among different versions of the protocol, e.g.,
serially over time.  What you described sounds more like one of many
parameters bound to a security association, specifically, a paremeter
related to the key management protocol being employed.  I'm not sure
that merits being identified as a different version of IPSP.
