Bill,

	I think there was a lot of sympathy for having a small version
field, as do many other protocols.  Since you argue against the need
to be perfectly aligned with the SILS SAID anyway, I'm not sure why
you are concered about this field.  After all, it's not really
designed to encourage multiple, non-interoperable versions, but rather
to allow a smoother transition when we need to move from one version
to another.
