Yes, as far as it goes.  

However it doesn't explicitly address the real need for IMMEDIATE
disclosure to the relevant working group(s) and Area Director(s) of
all related intellectual property claims (e.g. patent filings or
pending patent filings) during the development of Internet protocols
and specifications.

Since there have been recent problems with patents not being promptly
disclosed during IETF working group activity, I want to be sure that
we get immediate and complete disclosure in the work going on in
IPsec.
