In September, the Group Key Management Protocol (GKMP) was posted as an
Internet drafts (architecture and specification). The GKMP describes a public key
approach to distributing grouped keys. The GKMP was presented at the last ARPA
PI meeting and will be presented at the next IEEE 802.10c meeting.   
 
The GKMP fits within the lower module described in your posting. I believe
discussion of the GKMP would be useful at the next IETF. While the GKMP was not
specifically tied to IP, it certainly is applicable to the multicast IP key
management issues. In fact, the issues the GKMP addressed for group keys are
exactly the same issues faced by a pairwise key management protocol.
