Phil, Steve and everybody:

The requirements for IKMP from last year's meeting were made available
by Dave Solo early this year (March?). There has been quite some activity
and technical discussions on the rich variety of proposals and
techniques, specially in the last few months. I hope it doesn't take
too much longer to start making some basic decisions and recommendations.
(Reaching agreement is a complex process - in fact, its complexity is
proportional to the number of "Byzantine" players :-) )
Let's continue with the process, and move on!

You can relax, Steve. The chances of us adopting *anything* at this
meeting are only slightly greater than the chances of the NSA
voluntarily publishing the Skipjack algorithm and abandoning all
export controls on cryptography.
