I issued a last call on this topic some weeks ago. The IPng WG has now
issued a last call, but the discussion is taking place on this list.

Second, as to your obtuse inability to read the drafts:

It's surprising that you did not see this draft, since it was announced
to this list _before_ Ran's drafts.
Obviously, you have had some difficulty with your transfer of the text,
since my transfer just now from ds.internic.net yielded:
IP Authentication using Keyed MD5
This is amazingly close to the reference. The RFC Editor will touch up
the references section when RFCs are published.
