IPSEC Working Group Co-Chair

I would like to thank Jim Zmuda for his contributions to our working group.  
Jim's work commitments have recently limited his ability to serve as co-chair 
and he is giving up this post.

Ran Atkinson has been appointed as a new co-chair (with Paul Lambert) of this 
working group.

Ran's many contributions to IPng security should help lead our group towards a 
consensus providing strong security solutions for the Internet.
