In my note about 40 bit ciphers, I forgot that the IV performs the function of salt; Steve Bellovin pointed this out to me, and I'm sure it was evident to everyone else. That being a solved problem, then I'd simply like note that a fast 40 bit cipher might be acceptable for many purposes. I'd never use it, of course, and you wouldn't, but maybe your brother-in-law would.
