While I would agree that we should all try to get our drafts out as early
as possible, I would leave it up to the working group chair(s) to decide if
a particular draft should be discussed at a working group session.
Sometimes, a new draft is an incremental update to a previous one.  Other
times a late draft might be very important for what a working group is
doing.  Having a blanket bureaucratic rule is probably not the best
approach.
