From my understanding of SKIP, the key management info is essentially
the bulk encryption key encoded in long term key.
I'd rather that stuff stayed with the SKIP data.
Or, is there other key mgmt data that SKIP stores?
To me, it seems messier, since SKIP gets special processing in an generalized
ESP/AH processing system.
