I'm tossing this off without having read the list in half a day, so if
this has already been resolved, you can ignore this message.

Talking to a social science prof after choir, I was reminded about
"missing data" from social science math packages like SPSS.  So, how
about the following:

        0000       --          ---  means "missing value"
        0001       00           0   (one significant bit, as expected)
        0001       01           1

Would that tickle the hearts of mathematicians out there?

Better yet, is there some standard math package that we should follow
(noting that this doesn't support signed numbers or anything fancy)?

The above will work (mostly) with PGP coded numbers....

Still have to add code to check for the 255 expansion.

Got to admit, this is not the kind of thing I expected to be arguing about!
