Although my previous question was phrased from the point of view of
the Initiator, the same question arises from the point of view of
the Responder:
	
	When is the Initiator's Identification information unacceptable
	to the Responder?

This seems likely to be a somewhat differennt question than the analogous
version regarding the Responder's Identification information, and may have
a different answer.  In both cases, however, the protocol spec should make
these answers explicit...
