Counter assertion. Photuris _requires_ that the _attempt_ be successful,
in which case Photuris is more than adequate for generating user keys.
Photuris is a key management protocol, not a secure operating system.
Photuris is admittedly not useful for segregating user keys when the
operating system fails to do so. Photuris is not process-oriented.
Detailed wording has been added to elucidate this "failing".
