Part of the reason for the current language is that implementations
are currently required to at least implement support for IP tunnel-mode
encryption (for BOTH sending and receiving) and also implement transport-mode
(for BOTH sending and receiving). Clearer language is fine, but it is
important that the requirement to implement both modes for BOTH sending
and receiving needs to be clearly stated in the proposed language revisions.
I don't think that saying that reintrancy on receive side is a sufficient
statement, though it is necessary.
