Good observation.
I'll consider (re)submission to
the PKIX group after the meeting
in LA when I have had a chance to
chat with the appropriate working
group chairs. I don't disagree
with you, but timing constraints
dictated the current approach. 
For now, the DSS Certificate draft
submission has been approved by
the IPSEC co-chairs and will
proceed through the IPSEC group. 

[We're all just one big, happy
family anyway, right? :)]
