Was being distributed on the net in 1994; published Dr. Dobb's
Journal, January 1995

See Crypto '95 proceedings; Kaliski has a paper about it.

Yes, it's a very short algorithm, full source code is available, and
it's probably easier to understand it by reading the code than a
description of it.
