skip-07 is mostly tightening-up of some ambiguous language in the
draft, based on comments we received from the other implementors at
our developer's workshop.  We promised them a revised draft, and Tom
Markson presented the changes at Montreal.  We've finally gotten the
revised draft out the door.

As far as the status of the smoke-filled room discussions... we don't
have an answer to give you just yet.
