Hmm.  I got positive feedback about my inband-keying protocol fragment
from several people who you might expect are fairly firmly entrenched
in the ISAKMP camp.

These two items are in conflict.  I don't see how you can assemble a
concrete list of requirements *without* reexamining the goal of the
working group.
