AH (without ESP) on a secure gateway

I support moving all "tunneling" language and descriptions to the
Architecture document, with appropriate references in AH and ESP.

I support requiring encryption in any ESP transform, and using AH for
all authentication-only functions.

I support not discussing any draft revisions that are not available
before the IETF meeting at this meeting.  They should be discussed on
the mailing list.
