Hello All,
        Are all SA attributes defined in the ipsec doi mandatory?  ie
should a transform payload contain an entry for each attribute?  If not
how should missing attributes be handled?  Should the responder send
back any att\values it  will be using but that were not specified in the
initiators transform payload?, reject? local policy\implementation
issue?.
