The following is from Section 3.3, Data Attributes of
draft-ietf-ipsec-isakmp-06.txt:

>  o  Attribute Value (variable length) - Value of the attribute associated

>     this field has a variable length defined by the Attribute Length

What is a word? 16, 32, or 64 bits?
