DOI in the Header
Back on Dec 18 Elfed T. Weaver proposed moving DOI up to the Header. I've
just become convinced that this must be done.
Protocol-ID can only be interpreted in the context of a DOI. (Section
A.2.2)
SPI can only be interpreted in the context of a Protocol-ID.
In a Delete Payload all you have is Protocol-ID and SPI. But by the above
this can only be interpreted in the context of a DOI. And the DOI doesn't
appear in the Delete Payload or its Header.
