Both these problems are related to the underlying representation of numbers
in the Cylink library as LSB first as opposed to MSB first. All numbers on 
the wire should be MSB first, they were not.

These problems will be taken care of in the next release of Cylink's crypto
library and will be in the next release of cisco's free ISAKMP reference 
implementation.
