I don't have the percentage figure, but using STAC, you can generally
get 2:1 compression on average.  Small GIFs in web pages don't seem to
matter, but the big ones do.  With a properly designed system, you
actually get better latency with compression, due to the shortened
packets.

Compressing at the TCP level is better, but if it doesn't exist, then
it is worse.  :-)
