Some have argued that it is better to define a separate per-packet
compression method that can be used by IPsec but is not tied directly
inside the ESP packet format.   Others argue that compression should
be within ESP.  Either approach eliminates the issue that link-layer
compression is ineffective on encrypted data.

That is an argument for optional compression but it doesn't argue for
or against either of the approaches that have been proposed on this list.
