Folks

I am clearly confused about the use of the commit bit. Is the following is
a valid interpretation.

 The commit bit refers to use of the "following association."

If the commit bit is set during phase 1, it means not to begin phase 2
until the notify/connected is received.

If the commit bit is set during phase 2, it means not to send the IPSEC
traffic until the notify/connected is received.

Commit does not mean that exchanges within the current phase are not encrypted.
