Steve, Your experiences are directly at odds with my experiences dealing with export control issues, where frameworks (like ESP) which provide for end-user-accessible bulk encryption are problematic even if the encryption functionality is disabled. I suspect that we may be seeing the ... subjective ... nature of the crypto export control process at work here. - Bill
