ISAKMP cookies

Could we remove the wording from the draft that talks about clogging
and how cookies prevent it ? Clearly, in ISAKMP, cookies do nothing of
that sort; the Responder has to create state after receiving the
first message of a Main or Aggressive Mode, to keep the
proposal/transforms/attributes it's decided to accept. On the other
hand, if we do want to do anti-clogging, a simple HDR exchange before
the current Main/Aggressive Mode would suffice.
