Charlie, We have already agreed to remove the IV field from the ESP format, and fold it into the Payload field, at the beginning (assuming that we have an explicit IV). So, we have finessed the alignment issue at the ESP format level. Depending on how the algorithm and its implementation work, there may not even be a need for an explicit IV to be a 64-bit multiple.
