True, this is international, but since the US is a policy leader in 
a lot of areas it is everyone's concern. Given that there is a special
US official whose only function is to travel the world convincing
others to follow US policy and considering the general trend towards
restrictions in, for instance, Germany, Russia, the UK (if DTI gets
its way), France and others and the way in which the US tossed its
weight around in the process leading up to the OECD policy statement
it is something that the rest of the world will have to deal with one
way or another.
