However, in this particular case at least (ISAKMP), there is at least
one international implementation available. Check

As the name implies, it's still an alpha release. It is usable to some
degree (if you're willing to write a few more lines of code, and use
the SWAN ipsec-0.5, found in the same directory). Supposedly, someone
else will now continue development outside the US now that i'm back in
Philadelphia.
