PatC's scenario sounds like either each box (with 1000 connections)
handles the key setup or each server would (with 20 boxes each).  
In the former (per box setup) you would probably need to handle
peak loads in the 10-100/sec range.  In the latter (per server setup)
you would probably need to handle in the 100-1000/sec range.  Public
Key can't scale up easily to these rates even using hardware boosts.
