  The KX record specification is online under "draft-atkinson-*".  As the
draft itself notes, it is not currently being proposed for standards-track
status.  The KX spec seems a bit outside the charter of the IPsec WG to me, 
but I'm happy to listen to any comments folks might have on the draft.

  As to multicast key management, I fully agree its very important.  My
two cents would be that progress might best be served by creating a separate
WG to extend ISAKMP to support multicast key distribution.  That would
permit the IPsec WG to focus on its near-term objectives of getting revised
versions of ESP/AH and initial versions of ISAKMP/Oakley out the door,
while also permitting a focused effort on the multicast key distribution
problem.

  IMHO, a large part of the historical problems with the IPsec WG have related
to an initial charter that was overly broad.  The recent trend in most IETF
WGs is to have a much more narrow and focused charter than IPsec currently has.
I suspect progress might be optimised by setting up a few narrowly focused
follow-on WGs to IPsec rather than continuing IPsec as is and adding new
work items.
