	The protocol ID size for IPsec was determined by the size of the
next protocol field in IP, i.e., 8 bits.  We had long discussions about the
SPI size on the list several years ago and decided to go with 32 bits to
allow allocation of multicast SPIs in a separate part of the space, without
trying to be bit-wise and alignment-foolish.  Given the current fondness
for 32-bit and 64-bit aligned data structures, the SPI size also makes
sense.
