comments on ISAKMP-07/08 diagrams

  I was doing a tcpdump module for ISAKMP packets (yes, I realize they
are encrypted) and discovered that I didn't understand the diagrams in
the ISAKMP draft.

  Why are the bits numbered that way? Okay, it makes some sense for
ethernet, since the bits appear on the wire in that way, but most
diagrams don't show things that way in the big-endian network byte
order world...

  Or did I just miss the text that explains this. 

  If the bit numbering is left as is, perhaps an "M" could be put int
the MSB positions?
