Based on past experience, I and my colleagues perfer that the software
tested at Ottawa (for DOI-3) be the baseline for the pilot.  Once we have
the lab up, software revs can be tested there.

Obviously, if a vendor feels that they do not need to make any software
changes for DOI-4, they can go ahead and state that for their lab/pilot
configurations.
