Dan,

thank you for your reply. I have suggested the addition of GF(p)
curves because I think that if an IETF standard recommends 
elliptic curves then both types (GF(p) and GF(2^N)) should be 
recommended.
Obviously, my suggestion is supported by others but I can also 
agree to your proposal of having an Informational RFC describing 
strong groups and removing all but one mod p group from the 
ISAKMP/Oakley draft.
