draft-ietf-ipsec-cipher-cbc-00.txt is now in last call as an Informational
RFC.
The author reports that he has not received any changes, only positive
comments concerning it. We wish to get this ID moving forward immediately
behind the core documents, as many vendors wish to have an RFC to refer to
for other transforms.
