ESP Header Format

Hello,
The format of ESP Header describe in the RFC 1827 is:
- 32 bits for the Security Association Identifier (SPI)
- A variable length for the Opaque Transform Data (OTD)

I want to know, if in the OTD I must (or I should) indicate a Next 
Header and the Lenght of this header or not.
