I like IKE too!

The following is the list of changes to the IPSEC DOI.  Changes resulting from
the document readings are marked with "[Washington IETF]".

  1) Added the IANA considerations section which describes how the various magic
  numbers will be doled out once this goes to RFC.
  
  2) Moved most of the various "reserved to IANA" values under the new IANA
  section.  The only ones whichi remain are the specific attribute values,
  which remain with the attribute descriptions.
  
  3) Added restriction on sending variable-length encodings for attributes
  that are listed as basic-only.  [Washington IETF]
  
  4) Added restriction on sending Key Length attribute for fixed-length
  key ciphers (e.g. DES).  [Washtington IETF]
      
  5) Changed the name of ISAKMP/Oakley to IKE throughout.
  
  6) Renamed ESP_ARCFOUR to ESP_RC4, since that's what it really is.  (All of
  the names in the DOI are just names, it's only the values that matter anyway.)
  
  7) Tweaked the text in the security considerations section gratuitously.
  
  8) Updated the document references, but not before all of these other documents
  had been posted to the list.  Sigh.
