There was extensive talk on this, and I cannot find my notes on it :(
Perhaps it is in the archives?  There was one position that the IETF does
not specify weakning DES to 40 bits (then why ARCFour?, sigh).  But the way
to do it is so well know.  The issue was how to let the parties decide/know
that the DES was really DES40.
